Democratic Lawmaker proposes bill to sterilize men

On Saturday, Rep. Chris Rabb (Penn.-Dem) authored a memo to all members of the Pennsylvania House of Representatives indicating that he will be introducing legislation to physically enforce males living in Pennsylvania to get vasectomies within six weeks of having their third child or upon their 40th birthday, whichever comes first. The bill would also offer a $10,000 reward for anyone who reports the identity of a male who meets one of the conditions but has not had a vasectomy done.

“I am proposing a bill to codify the definition of ‘wrongful conception’ to include when a person has demonstrated negligence toward preventing conception during intercourse,” Rapp wrote on his Facebook page. The National Library of Medicine defines ‘wrongful conception’ as a “case where a healthy but unwanted child is born, following negligent contraceptive advice by a doctor or a negligent sterilization or abortion procedure.” 

In his bill, Rabb refers to such men as “inseminators”. 

“Further, this bill will require all inseminators to undergo vasectomies within 6 weeks from having their third child or 40th birthday, whichever comes first,” Rabb wrote. “This legislation will allow Pennsylvanians to take civil action for unwanted pregnancies against inseminators who wrongfully conceive a child with them.”

Rabb’s proposed legislation will empower Pennsylvanians to enforce this new law by offering a $10,000 reward for reporting to the proper authorities those scofflaws who have not complied with this statute within the allotted timeframe.

The congressman tweeted out the motive for the proposed legislation:

“As long as legislators continue to restrict the #ReproductiveRights of cis women, trans men & non-binary folx, there should be laws to address the responsibility of men who impregnate them!” Rabb wrote. “Cis”, short for cisgender, describes a person whose gender identity matches their sex assigned at birth.

“As long as state legislatures continue to restrict the reproductive rights of cis women, trans men and non-binary people, there should be laws that address the responsibility of men who impregnate them,” Rabb wrote.

It is believed that the Pennsylvania lawmaker was inspired to create this unusual bill in reaction to the new Texas SB8 bill, also known as the heartbeat bill which prohibits abortions after detection of an unborn child’s heartbeat; authorizing a private civil right of action.

“For far too long, the public debate around abortion, contraception and related reproductive matters has thrust government into the center of restrictions on the bodily autonomy of women and girls,’ Rabb’s bill reads. ‘Rarely is there a meaningful dialogue around public policy focusing on the personal responsibility of cisgender men in this sphere.”

Rabb’s statement is perplexing as it is unclear how transgender men or homosexual men are impacted by the abortion bill or by the sexual activities of heterosexual men. 

It is believed that the bill was intended as humor as its wording includes sexual innuendos and surgical terms.

“As we head toward climax on this heated discourse around this delicate matter, we should come together to address it with surgical precision,” the bill reads. “We must also commit to mending the social fabric being sliced up by bitter acrimony.”

Rep. Barb Gleim (Penn.-Rep.) criticized Rabb’s proposal, comparing it to Communist China’s one-child policy.

“If there was any doubt that today’s progressive left have utterly and completely disregarded your personal medical freedom, then let this be the nail in the coffin,” Gleim wrote on Facebook. “As a fourth-born child myself, I would have never existed under this law and neither would so many others.”

“This bill will never see the light of day as long as Republicans control the House, but I wanted you all to be aware how quickly policies that belong in Communist China would become the norm here if Democrats seized total control of State Government.”

A similar law, House Bill 238, was proposed by Rep. Rolanda Hollis (Alabama-Dem.) in 2020 which called for requiring men in the state to undergo a vasectomy at their own expense  “within one month of his 50th birthday or the birth of his third biological child, whichever comes first.” She described the bill as “pro-life and pro-choice.”

The bill has also been compared to government-mandated compulsory sterilization programs. Such programs have been made illegal in most countries of the world and contravene international law. It was notoriously instituted by Adolf Hitler upon his taking control of the German government as part of his eugenics policy. 

It should be noted that vasectomies are expressly prohibited in the Torah and in Jewish law.
